Factor out 4x from the expression.

\frac{4x \times (2x - 3)}{4 {x}^{2}  -  12x + 9 }

Simplify expression.

\frac{4x \times (2x - 3)}{  {(2x - 3)}^{2} }

Result:

\frac{4x}{2x - 3}
