Yes because in passage A, it states, "Two thirds of both the Senate and the House must vote for the change, then three quarters of the states must approve it." That means that about 70 people have to agree on change. And 218 million people must be in on this. Which seems like too many to change. Also, this could cause war just like President Lincoln had caused from trying to change it. According to passage D, "Lincoln believed he had the legal right...to take action necessary to defeat the rebels." Meaning he wanted to fight the rebels who didn't agree and cause war.
