The different constituencies cause conflict between the executive and the legislative branch based on the principles of checks and balances.

Some of the issues that relate to these checks and balances that result in conflicts include are the following:

  • The president can veto a bill from the house BUT Congress can override the vetos.
  • The congress can be controlled by a political party different from the ruling party controlling the white house. For example president Trump (republican) controlling the white house while Speaker Pelosi ( democrats) controlling the house of representatives.
  • Congress has to approve the budget before the executive can spend it.
  • The executive must present intending appointees to the congress for approval before they can be appointed.
  • Congress can delay the executive from taking decisions like declaring a state of emergency until they approve it.
  • The congress carries out oversight functions to check the activities of the parastatals and bodies under executive control.
