Having a bisector means both sides of it would be the same.

So angle JLC would be one half of JLY

6x +1 =  1/2(10x +16)

Simplify the right side:

6x +1 = 5x +8

Subtract 5x from each side:

x + 1 = 8

Subtract 1 from each side"

x = 7

Now replace x with 7 for JLC:

6x + 1 = 6(7) + 1 = 42 +1 = 43 degrees.
