Federal and State agencies put into practice the laws that legislatures pass. This is important as most laws define the broad strokes of what is hoped to be accomplished. So, agencies then step in and fill in the games. They have the authority to think creatively when filling in the gaps but they are also unelected.

So, federal and state agencies exist as unelected executors of law, with all that that encompasses from filling in gaps to determining and applying sanctions.

Explanation:

"Culture, Race, and Ethnicity report" was the first message from 'Mental Health' which insisted that culture is essential in etiology and its effects in psychological problems. The second important message suggests that Psychologists should include cultural issues in their beliefs and in the treatments they give.

Culture does affect the way a person describes his and it can be helpful in understanding one's mental health. There could be a few perceptions about some experiences which might be normal or abnormal that are standardized by culture.
