Il Duce (of the Latin word <u><em>dux</em></u>: <em>general, leader, guide</em>) was the way in which Benito Mussolini was called and with which he became known during his rule over Italy, from 1922 until his overthrow and execution in 1945.

It should be noted that Mussolini was the creator of <u>fascism</u>, a political and social system with violent, authoritarian, nationalist, militarist, anti-Marxist, anti-communist and anti-capitalist characteristics. In fact, a system proposed as an escape way  or third way in a Europe polarized between the communism and liberalism.

This movement was identified as totalitarian and dictatorial, with the the media and the education system control and manipulation and racism. That is why it is said that Hittler, with whom Benito was allied and had a well-known friendship, leading Italy to World War II; was fascist as well, and for his Nazi ideology he was inspired by Mussolini.

 Another important point of Mussolini's fascism is the cult of the ruler's personality through an aggressive state propaganda campaign. As an example of this is the well-known political slogan used in Italy under his dictatorship: <em>"Mussolini is always right". </em>

In short, Mussolini established a sick ideology based on an all-powerful State that supplies (<em><u>guides, leads=duce</u></em>) everything to its people, and therefore, this people must not look for anything outside the State, thus creating an extreme dependence on the government.

Formed in 1946 under the Ministry of Education, the Autonomous Department of Native Affairs started a programme to teach indigenous children Spanish. The negative outcome of these projects, however, has been the promotion of an assimilation paradigm for indigenous peoples, which has devalued indigenous languages, cultures and autonomy.

Officially, the indigenous peoples of Mexico are protected by human rights law. In order to promote dialogue with indigenous groups, the government's National Indigenous Institute has offices around the country, and government statements are careful to consider the principle of cultural diversity. Nevertheless, there have been claims that the institute is patronizing in its approach towards indigenous people and merely a token initiative of the government, while its workers have also been vigorous supporters of indigenous peoples and have even been persecuted as a result.

The Mexican government founded the National Commission of Human Rights in 1990 in an attempt to protect people from human rights violations, receiving reports of abuses at the federal and state levels. This department, however, has been criticized for failing to take on cases of grievous violations of rights, causing many indigenous leaders and advocates of rights to doubt its legitimacy. However, the Commission produces reports and publications that draw attention to the human rights record of Mexico. International Labor Organization (ILO) Convention No. 169 of 1989 on the rights of indigenous and aboriginal peoples has also been ratified by the government, although it is claimed that constitutional amendments have eroded the rights to land guaranteed under the Convention.
