Under federal system the power of state government and national government divided in the article VI of the constitution. The supreme power remains in the hand of the constitution.  

Explanation:

Constitution is the head of the judiciary system and all the power. The supreme power of the state is given to the federal system or the constitution. In that all power is well segregated between state and national. Sphere of power on individual is different from state to nation.

Strong central government with responsible subordinate state governments are the parts of federalism. Federal system consists of legislative, judiciary and executive power means making of law, interpretation of law and enforcement of laws respectively.
