By making it personal for the reader. "Go where you may, search where you will."

He is saying that if you do what you want, as I have done, and travel the world, as I have done, you will come back and lay all facts of what you have learned at your feet and agree with him, that "America reigns without a rival".  By making it personal, in a way that the reader can identify with, you are more likely to see his point of view.
