What is the political difference between renaissance italy and kingdoms of western europe

During the renaissance period, the kingdom that ruled upon a certain region has a centralized power which make the main kingdom had the right to determine whatever regulations or political decisions that should be made by the cities.
Kingdoms of Western europe use more of a decentralized power and give the cities enough freedom to regulate themselves.

Rome fell, for various motives. The main one being the end of the campaigns, which were the reason Rome expanded, but without the campaigns, there were no slaves, which were basically what made Rome move in tecnology and buildings. It snowballed to the point that there were no more capital to pay the generals and centurions, which abandoned their posts, forcing the empire to separate into two other countries, the West roman empire and the East Roman empire, also known as the Byzantines. just in the time when Rome was being attacked by Germanic barbarians, and they had safe passage to the capital. The capital of Western Rome was pillaged and burned to ashes, and people started running towards the Eastern Roman empire, to look for jobs and a life. They ended having to serve people in some kind of serf, and that eventually became the reasons feuds existed.
