It is 0.5 or greater.After this level of intoxication normal processes of the brain work much slower causing impairment of judgement and motor-function.

Blood Alcohol Level (BAL) is the amount of alcohol present in the blood as a person drinks. Alcohol has been found to adversely affect information process at BALs as low as .02 but certainly at .05 or greater. BAL greater than 0.5 is characterized with impaired judgement. 0.1 is characterized with clear deterioration of reaction time and control and this is legally drunk.
