Perhaps the most positive thing of political parties is Organization, they create an organized outlet for a large population to make their opinions heard through voting. Another positive aspect is that this same organization make the process of making decisions a lot quicker.

Among the negatives of political parties are the fact that they compromise people to certain set of values, rules, etc, diminishing the options of the population. Also, political parties encourage polarization, they force people to pick a side instead of bringin everybody together.

Political parties play an essential role in the representative democratic system.

Among the attributes, we can cite the agglutination capacity of people who have the same values and ideals around a political project. Another attribute is the very act of representing voters. Like the elected, parties are legitimate institutions of civil representation.

Among the negative aspects, we can mention the elitism of most parties, that is, the distance between the party and the voter, the lack of rapprochement with the electoral bases. Another negative aspect is the involvement in corruption scandals, which denigrate the parties' image vis-à-vis the voters, disappointing them.

Not sure what you need to include in your answer but i will give my opinion.

Explanation:  

In my opinion congressional members should be elected based on the popular vote, if a member is more popular and prefered  than another member then they should be the one elected.

For example in the presidental election there is a system called electorial college, bigger states have bigger numbers to win. In the election they must have 170 points to win. This is an unfair advantage because if a canadidate has only had a small percentage more votes than the other popular canadidate then that's unfair and the canadidate who is not popular gets ahead even by a small margin of votes.

I'm assuming this is opinion based but hope it helps.
