After you've read it, you can ask yourself what the paragraph is about so as to come up with a summary of its content and also to explain in in your words. In this way, you'll clearly understand it. What is more, you should identify the voculary you are not familiar with so as to look the words up in the dictionary not to miss anything. Finally, identifying the claim and relating it to the evidence will help you create relantionships between the ideas presented.
