The term that describes the power that the constitution does not grant to the National Government and does not, at the same time deny to the States is called: B) reserved powers. In the tenth amendment the Constitution stipulates that any power not specifically delegated to the Federal Government, reverts to the States or is <em>reserved</em> for the States. Some examples of reserved powers given to the States include Creating school systems  running state courts , managing local government , issuing individual and business licenses , creating public safety systems (police, fire, etc.) and managing business and trade within the state.
