Because you're using a 1:1000 scale, for every meter, you should draw one millimeter (as a millimeter is 1/1000 of a meter), so your drawing should be a rectangle with sides of 38 millimeters and 14 millimeters.  Unfortunately, I can't draw it for you, as the exact size of the drawing is important.  Just use a ruler and measure the distances out and you should be fine.
