Hence, based on Gallup polls, President George H. W. Bush was rated at 59% approval in January 1991, however, the ratings shoot up at higher rates, after the United States victory in the Persian Gulf War, known as Operation Desert Storm, in which Bush attained a high 89% rating approval in February 1991, the highest for any of the United States President at the time.
