On cross multiplication we get,

6a - 3b = 6b

6a = 6b + 3b

The rides she wants to ride cost 4+6+3 tickets so that goes on one side.  She already has 7 tickets so you need to know 7 plus what will get her on those rides so those go on the other side.  So you have:
7+t=4+6+3
Then you solve for t
7+t=13
t=13-7=6
