1. Why has 'evil and suffering'always been a big challenge for religious believers?​

Answer:

Because religion teaches you peace and harmony and is telling people to seek out evil and destroy it.

And this is a big challenge, for example look at slavery, many blacks suffered torture, family loss, and death. And some religions wanted people to help them but most even if they were religoius still that that blacks were inferior.

Religoius beliviers feel like they need to fix this world of its suffering.

Violating the laws of nature can be not performing one's valid pacts as a ruler or not seeking peace when others want to do so and also not being grateful.

Moral limits that Hobbes places on the ruler are useless, because when we make a pact with the ruler, we give all of our natural rights away to the sovereign.

We cannot question/revolt because they've our rights.

Can only act if we are in danger ⇒ right to self - defense
