Jefferson Davis was the president for the Confederate states

Thaddeus Stevens was part of the House of Representatives not the Congress, therefore he wasn't a senator

Abraham Lincoln didn't have a say in matters like this because he was the president before Johnson and didn't have any power anymore. He also couldn't have done anything in this situation because he's DEAD
