Well...when dealing with problems related to blood pressure like hypertension etc., as a medical specialist, we mostly consider exercise plan that include aerobic and cardiovascular exercises. The main target of these exercises are heart muscles because anomaly in the rhythm associated with heart muscles are associated with major heart diseases and blood pressure problems.

The heart rate and blood pressure act in a way to compensate each other. When the heart rate rises, the pulse rate doesn't get rise in the same way because arteries dilate and expand to compensate the heart output and the blood pressure remains in range. It's action is like a buffer in chemistry. The rhythm of cardiac cycles are highly associated with the action and output given by cardiac muscles. Although they bare involuntary yet there strength is crucial for the proper rhythm of heart's cardiac cycle.
