56 ÷ 3 = 19 approximately. 

Since 1 dozen is equal to 12 cupcakes, 2 dozen will equal to 24 cupcakes. 

So, the correct answer is no. He will only be able to decorate approximately 19 cupcakes.

No, it wouldn't be enough because one dozen equals 12, so two dozen would be 24. If Henry tried to put 3 walnuts on 24 cupcakes, it wouldn't work.
