1 cylinder and a half sphere

V cylinder=hpir^2
Vsphere=(4/3)pir^3

find each

H=7

sub

Vcylinder=7pi4^2
V=7pi16
V=112pi

Vsphere (multiply by 1/2 later)
V=(4/3)pi4^3
V=(4/3)pi64
V=(256/3)pi
V=85.33333333333333pi
multply by 1/2 since 1/2 sphere
V=42.6666666666pi

add them


Vclliner+1/2sphere=112pi+42.66666666666pi=154.666666666666pi

The rule that connects x, y and z together is the remote interior angle theorem. It says that adding two interior angles is going to be equal to the exterior angle that is not touching either interior angle. The "remote" part means "far away" so just think of the two angles that are furthest way or not touching the exterior angle in question. 

In terms of algebra, the rule is
x+y = z
