The 3/5ths compromise was a law passed in 1787 that said that slaves would count as 3/5ths of a person. So if there were 5 slaves, they would be counted as 3 people of the population. If there are 500 slaves in a state and 1000 citizens in that state, the population would be counted as 1300 instead of 1500.
