Transcription factors are molecules (usually proteins) that bind to DNA and regulate the transcription of the gene. So, they are gene expression regulators.

General or basal transcription factors are important for the initiation of transcription. Some of them don't bind to the DNA, but interact with RNA polymerase. Basal transcription factors are part of the transcription preinitiation complex . The whole complex binds to promoter.

Other regulatory factors such as activators and repressors bind to specific DNA sequencies. Activators bind to enhaceres in order to increase gene expression (turn on), while repressors bind to silencers and negatively regulate transcription (turn off).
