C. Cicero's Code

Explanation:

Cicero was one of the most influential statesmen in the Republic of Rome in the 1st century BCE and had a hold over the senate like very few statement would before or after without imposing their own military rule.

The philosophy that he was concerned in made him come up with a set of rules and guidelines for the governance of the people which he then laid out very carefully for all to follow.

This law was adopted by the Roman republic as its own codified law.

Thus the Roman code of laws became the Cicero Code.
