I believe the answer is: D. attack China and Russia.

During that period, Japanese was afraid of the imperialist' attacks due to their lesser amount of resources.

The purpose of the attack on China and small part of Russia is to conquer some territories which contain large number of natural resources that Japanese army can use to increase their military power.
