If the water intake is low then the kidney excretes less water to maintain the healthy water level in the body and when there is no scarcity of water and regular intake then the kidney makes enough urine to balance the excess water in the body.

Along with water ion concentration of elements like sodium, potassium and other by-products of drugs and other molecules are also maintained and excreted from the kidney. The retention and excretion of water is also dependent on the signal provided by the body through hormonal action on the kidney.
