The states maintained their sovereignty and independence. This Constitution favored the states to collect taxes. Under the Articles of the Confederation, Congress just had the power to sign treaties, declare war, appoint military officers, and oversee relations with the Native American Indian Tribes.

The Western Allies developed industries in Germany because the Marshall plan was only for countries following the American Economic model. They also held on tightly to Berlin. In fact--Western Berlin was controlled by Allies which supplied food and other essential goods.
