The pros of this solution would be that individuals would be more aware of bullying and be able to detect the signs much easier. This would hopefully lead to more people stepping up and interfering when someone is getting bullied which can change many people's lives. The cons of this are that it may not always work. Bullying is not always out in the open and can many times be very subtle. For example, cyberbullying can sometimes be impossible for adults or others to see since it can be through direct messaging where only the victim and the bully are able to see the messages.
