The answer is that it had a military government.  Because the civilian government was weak, it was later removed and a military government came to rule Japan.  Its growing militaristic attitude prompted it to flex its strength overseas to gain more natural resources. It later committed atrocities in China and came to conflict with the U.S. leading  to American involvement in W.W.II.

He refers to the King of Britain and the sentence means that he basically uses the army not to protect the people, but as his own personal army to fight wars against who he thinks is the enemy. Otra manera es validar lo que la fuente dice, comparándola con otras fuentes que digan algo similar para corroborar la información original.
