Pisgah, God was signalling to Moses to prepare for his death and the change of baton to Joshua.  God was also fulfilling His promise that Moses would only view the promised land but would never cross into it.  Mt. Pisgah, therefore, represents the terminal point for Moses and his leadership of the Israelites.
