In May 1787, a constitutional convention met in Philadelphia for four months, to adopt a constitutional text in September of the same year and submit it for confirmation to the constitutional conventions of the member states of the confederation.

Federalists:

Federalists wanted the country to have a strong Federal government. They thought it was constitutional to directly tax American citizens. Federalists had a broad and loose perception of the Constitution, so they believed that changes could be made without too many conditions.

Anti - Federalists (Democratic - Republicans):

Anti - Federalists wanted a strong state government. Their strict perception did not directly authorize the ability to tax citizens and would only accept changes to the Constitution if absolutely necessary. Anti - Federalists stated a change was necessary at the time because they believed the Constitution gave too much power to central government.
