This theory states that economy will best flourish if the taxes were cut and deregulation increased which means less influence of the government over the market.

I believe these tax cuts of Bush and Reagan were premised on the less government the better so resulted in less government services available to the US citizens plus for George W Bush at least I know he wanted to please the rich by reducing their taxes the most.
