If it is not still flooded then ignore this and move on to my next point, but if it is then I would just like to say that as a man with 10 years of experience, he should be aware of the fact that water conducts electricity. Second, even if the electrocution didn't involve the water, as a professional he should be competent enough to wear proper safety equipment. And finally, if I was GBC I would hire another electrician to point out every mistake made and how the entire thing could have been avoided if Hal hadn't decided to cut corners.
