First multiply both sides by 2
Your equation will then look like this:
3c➕46=76

Then move your constant to the other side and when you do this you also have to change the sign
3c=76-46

Then subtract 76 and 46 which is 30
3c=30

Then you divide both sides by 3

Then you are left with your answer:
c=10
