The french revolution had more of an ideological impact than political on Europe.

Explanation:

In France, the revolution was supposed to be the end of monarchy and the beginning of the rule of the people but it did not turn out as such in the end.

The old monarch was removed from power but shortly after him, another, even stronger and more  imperialistic monarch came and ruled the country.

So, the revolution had been a full circle and thus failed in its motive. Where it succeeded was germinating the idea that monarchy is not the only viable form of governance.
