Mercutio is essentially a perv and talks very openly about <that> with Romeo. When it is stated "...steals loves sweet bait..." our class discussed it basically meant the chick is easy and when it comes to something normally fearful such as love. This can be reinforced when Romeo first talks about his broken heart early on over Rosaline, then sneaks into the Capulets masquerade party to find another girl and instantly falls in love with a complete stranger based on her beauty, to which they kiss soon afterwards and marry. Its amusing because Mercutio is talking so lightly about THAT whereas Romeo was heartbroken but instantly rejuvenated and back in the game with Juliet. Hope this helps.
