Answer: in our country, any proposal to amend the Constitution is idle because it’s effectively impossible….The Founders made the amendment process difficult because they wanted to lock in the political deals that made ratification of the Constitution possible. Moreover, they recognized that, for a government to function well, the ground rules should be stable. But they also understood that the people will need to change those ground rules as new challenges and problems surface with the passage of time….But the Founders blundered. They made passing an amendment too hard….In setting the bar so high, the Framers didn’t foresee that as the country became more populous and diverse, it would become harder for people to reach the near-consensus required for change.”

If you declare a war on drugs first without declaring a war on the people, the people have every right to be infuriated and rebel against you as it seems as though you would be threatening an aspect of their individual right: liberty. In this case, the power of liberty assures the people that they have complete freedom to possess and do as they please with drugs without any limitations. By the constitution, the people have every right to go against an individual of power who threatens their individual rights. If you do not provide any reasoning to the people as to why you're declaring a war on the drugs, they will perceive it as a threat to their individual right and an abusive execution of power.

So, its been engraved into everyone's minds that this is what bad guys look like. And sometimes, they are actually good people.
