It was passed as part of the 1901 Army Appropriations Bill. It stipulated seven conditions for the withdrawal of United States troops remaining in Cuba at the finish of the Spanish– American War, and an eighth condition that Cuba sign a treaty accepting these seven conditions.

Spain was the last remaining European power in the Western Hemisphere and the US was eager to prove it was top dog.

So, it went to war to kick Spain out of the Western Hemisphere.

It was very much looking for an excuse to fight Spain.
