The Joint Chiefs of Staff are the top military advisers to the President,  but they can´t command combatant forces. The Goldwater-Nichols DOD Reorganization Act of 1986 established that the chain of command starts with the President, goes to the Secretary of Defense, and from him it goes to the commander of the combatant command. The highest executive authority belongs to the President, who´s commander-in-chief.
