The major problems in the British parliamentary system were that only five percent of the population was able to vote, only wealthy landowners were able to vote, and large cities were extremely underrepresented.

Most of the laws were enacted for the benefit of the nobles or the wealthy people of the time. Just a few percentage of British could vote, just five percent. The population was not represented in the ballots. Poor people were not considered and their opinions were not valued by the Parliament. This way, the decisions that Parliament took were biased in benefit of the wealthy landlords and the lower classes had no decision at all. The British parliamentary system comprises the legislative body of the U.K. They are the men and woman that create the laws in England constitutional monarchy.

Common law allowed the people to make accepted laws. But an independent judiciary allowed the people, not the king or a representative of the king to decide their fates. By doing so the rights of the people were protected by the people.
