The Babylonians adopted the Numerical system developed by the Sumerians of Mesopotamia. The Sumerians formed a mixed system of Metrology, which followed the creation of the arithmetic, algebra and geometry. The initial traces of Babylonian numbers are dated back to the days when the Sumerians wrote the multiplication charts on the clay slabs around 2600 BC. The Babylonians like the Sumerians based their numerical system on Sexagesimal ( a system of calculation invented by the Sumerians) or base 60. Hence they developed a system for writing down the numbers using symbols for Unit, tens, and Hundreds, therefore this system helped them to manipulate large numbers easily.
Nine states had to approve of a law for it to take effect.
Hope this helps :)
