I assume that he is dystopian by creating a connection between America's quest for freedom and its fears of conformity. That he will educate people of the risks of government power in an imaginary, futuristic world. Although he will also exaggerate the fallacy of the American idea of a utopian world in which everybody is equal.        

I'm really not too sure about this one, but I believe that Vonnegut's biggest problem  was depression and I also believe it distorted his stories due to the fact  that depressed  people usally  have a distorted mind.
