Bipolar disorder used to be called manic-depression. A person with this disorder has its "ups and downs", in other words, polar opposite behaviors in a cyclic order. These swing in moods can last for a longer period of time, than what an unaffected person experiences.

When the person is experiencing the manic-side, or mania, they are usually as Tony showed in the first half of the script. They experience grandiosity and are up and about even with as little as 2 hours of sleep. After a few days to wekks, they go into deep depression, as seen again in the 2nd half of the narrative about Tony.

It's actually the effect of mere exposure, what we often see or hear about something we like more. Even, according to experts, if things are known to us for completely bizarre or unbearable reasons, we will tend to like them just because they are exposed to us on a daily basis.
