The physician will have to do make-ups for patients he/she missed, as well as new appointments.
So, thinking about harassment, it normally comes in forms of Verbal Harassment. Where its aggressive, and they won't leave you alone.
Say you're walking down the street, and someone calls you names that are out of line and it makes you uncomfortable. That right there is harassment.
All that being said, I would say A, in my opinion.
The other two are more of criminal activity than harassment.
