As part of his Reconstruction plan, the 17th president of the United States, Andrew Johnson, thought the South should be treated <u>gently, a</u>nd their policies reflected that, for example, not only did he grant thousands of pardons to white Southerners, wealthy planters and some Confederate leaders but also allowed some of them to return to power or to have their property back. Likewise, once the Southern states were admitted to the Union, he gave them almost no regulation, which then allowed these states to subjugate freed slaves via harsh laws (the Black Codes). And Johnson did not either seek to condemn any abuse toward black people given by whites Southern (and the abuses were plentiful and frequent).

He was a prolific builder, and constructed dams, bridges, fortifications. All the elements of Justinian's passion came together when he rebuilt Hagia Sophia, it is one of the most famous cathedrals today.  He is important because he reorganized the administration of the imperial government and sponsored the codification of laws which were known as Code of Justinian.
