The congress has the power to limit the power of the president by rejecting the Bill that could be passed into law. When the partisan with similar political affiliation make up the majority of the congress, the president could pass the bill without many resistance.</span>

The effect of the unity in the party, play the opposite role in determining the success of president. As if unity increases, the success of president in Congress will decrease. This is due to the fact that there may be chance of parties uniting against President.

The other factors are Domestic and Foreign Policy, as the bills on these issues are very detrimental in determining success.
