The congress has the power to limit the power of the president by rejecting the Bill that could be passed into law. When the partisan with similar political affiliation make up the majority of the congress, the president could pass the bill without many resistance.</span>

If we go back to history, former President Clinton and Bush, Presidential popularity, the condition of the economy at that time and the control over the congress has shown the success of President in Congress and will help determine whether he/she will get what he/she wants from Congress.

The only factor in which popularity is not that much significant is when examining the foreign policy. The effect of the unity in the party, play the opposite role in determining the success of president. As if unity increases, the success of president in Congress will decrease. This is due to the fact that there may be chance of parties uniting against President.
