In this case, when you order from greatest to least, disregard the percents and think number wise, like on a number line. Place the percents from greatest to least.

2.  Now for this question, we are estimating 280 as the total. This problem can be solved with a simple ration. For example, if 2/3 people dressed red, how many people of 30, were dressed red. 20. 
RATIO: 2/3 x 10/10  = 20/30
In this case, Goron is 35%. THus, the ratio is 35/100 = x/280. Now, cross multiply and divide. Thus, you do 280 (35) = 100x. You can solve from there on. 
3. Now using the work from number 2, answer this question. Solve for 40. If it works, then the estimate is right. If not, you would write no.
