In these lines, the author talks about people who are looking for "the object of  their heart's desire." He calls this a treasure, and tells people that they will not find this in wintertime. This is not a negative comment, however. The author uses an encouraging tone, and he asks those who seek this treasure to "seek the joyous sounds of spring."

Well for one I think prolonged fighting might have on a country is destruction from the battle, less money which in turn equals to less food, also young men went to fight but since it was prolonged then there was more loss. Among other things.
