As for this problem, the most probable and the most likely answer that would be the correct one is A Technology improves a scientist's ability to make observations.

Technology isn't necessarily needed when scientists perform experiments since way back then, scientists came in many forms and had conducted experiments that only required what was provided by nature and the knowledge of man. Aside from analysing data and writing reports, it also helped further into calculations and even to the point of making the experiment more successful. It is no true that it doesn't have any effect on a scientist's work.
