I dont know how to make 0.3 as a fraction and then simplify.

0.3 is 3/10, (which is already simplified) because .3 is out of 1.  Which means that that 1 is 10.  Which is 3/10.

To do this you have to move the decimal place in 0.3 to the right 2 spots. This leaves you with 30. Then put 30 over 100. 30/100 simplified is 3/10 because 10 goes into 30 3 times and 10 goes into 100 10 times.
